stds-802-16: IEEE 802 SEC and IEEE-SA Standards Board Actions

On Thursday night, March 15, the IEEE 802 SEC acted on several 802.16 motions:

A) Our four PAR changes were approved by a motion:
1. To approve revised PAR 802.16, as represented in IEEE 802.16-01/10.
2. To approve PAR 802.16a, as represented in IEEE 802.16-01/10, as a
revision of PAR 802.16.3.
3. To approve PAR 802.16b, as represented in IEEE 802.16-01/10, as a
revision of PAR 802.16.1b.
4. To approve revised PAR 802.16.2, as represented in IEEE 802.16-01/10.

B) Our Press Release was approved by the motion "To approve, in
principle, IEEE 802.16-01/13 as a press release."

C) Our liaison letters were approved by motions:
1. To approve IEEE 802.16l-01/09 as a communication from the LMSC to
an external standards body under Procedure 3 of the Operating Rules.
2. To approve, in principle, IEEE 802.16l-01/10 (DRAFT) as a Working
Group position statement to a government body.

D) Our Study Group was approved by a motion:
To affirm IEEE 802.16's decision to create a Working Group Study
Group on Coexistence of Fixed Broadband Wireless Access Systems,
chartering it to draft a PAR for an amendment to 802.16.2.

I withdrew my request for conditional approval of IEEE
P802.16/D2-2001 (the TG1 draft) for Sponsor Ballot because we clearly
had not met the requirements. However, I discussed the ballot
progress with the SEC and let them know that we expect to be ready
for Sponsor Ballot before the next SEC meeting and plan to request
approval by email vote.

On March 16, NesCom (the New Standards Committee of the IEEE-SA
Standards Board) approved our four PAR changes. This decision was
scheduled for affirmation by the Standards Board on March 17; I am
going to presume that this action is now final.
