stds-802-16: TG3/4 Joint Working Document now under review

TG3 and TG4 have published the following merged document:

This document, developed in the 7-8 June 2001 editorial meeting, 
embodies the current state of TG3 and TG4, both PHY and MAC. Nico van 
Waes (PHY editor) and Ken Peirce (MAC Editor) created the two pieces. 
Editorially, the MAC and PHY are not well integrated, but this won't 
be hard to fix for the next version.

This document is now subject to a Task Group Review. Comments are 
solicited, with a deadline of 3 July 2001. Instructions are found in
