stds-802-16: access to IEEE Standards web sites during repair

The IEEE standards web sites are not yet fully reconfigured. They are 
mostly working, but our usual URLs:

	http://ieee802org/16
	http://WirelessMAN.org

are dead. However, you can still access the site at the following URL:

	http://grouper.ieee.org/groups/802/16

If you substitute this for one of the first two in the prefix of any 
file URL, you can still get the file.

I expect everything to be back to normal in a day or two.
