stds-802-16: Comment Resolution Report for Recirculation Ballot #4a

I have uploaded the revised Letter Ballot #4 comment resolution report:

Compared to r5, which was completed at Session #17, this version adds the editor's actions, notes, and comments.

You may wish to consider this version in the recirculation.

I have updated the recirculation ballot announcement (mentioned below) to show r6 instead of r5.
