Note: This contribution is proposing a PAR for a new project to
create a 10-66 GHz PICS proforma document as the first 802.16
conformance test document.
I have giving the contribution a TGc document number. I'll delegate
to TGc the task of refining the PAR and deciding whether to bring it
up before the WG Closing Plenary at Session #19.
