Just two minor comments.
In clause 5.1.4.2.1, it is suggested to allow electronic balloting on technical motions by quorum. It does however not set any minimum ballot time, which doesn't seem like a very good idea. It would be better to insert a statement requiring a minimum balloting time of 10 days for electronic balloting on technical motions besides the quorum requirement.
In clause 5.1.4.2.1, it is suggested to add electronic letter balloting with a duration of 35 days. I would suggest to reduce that to 28 (wasn't 30 the duration we've been using?). This would be reasonable, since it takes roughly 3 to 10 days for regular mail to be delivered (nationally and internationally). Given that we have meetings with inbetween intervals of about 42 days, the suggested 35 day ballot duration is a bit on the long side.
Besides these minor issues, the suggested measures seem common sense to me.
