stds-802-16: P802.16.2a/D5 Sponsor Ballot update

Folks,

The 802.16.2a Recirculation Ballot Resolution Committee met by
teleconference on 13 February and developed resolutions to the three
comments received. To aid in the resolution of the single remaining
Disapprove comment, Phil Whitehead carried out an additional
simulation:

Based on the comment resolutions, the final Disapprove voter (Avi
Freedman) agreed to vote Approve. I thank Avi for his care and
diligence in identifying issues in need of improvement.

The final comment resolutions are here:

	http://ieee802.org/16/docs/03/80216-03_03r4.zip (Commentary)

These have been incorporated by Nico van Waes in Draft 5:

I have requested that the IEEE-SA Balloting Center open a 15-day
Confirmation Ballot:
	http://ieee802.org/16/docs/03/80216-03_06.pdf (PDF)

I expect this to close before Session #24. Since the current vote
count is unanimous approval, and since we have only a small set of
changes under review, I expect that there is a very good chance that
this will conclude the ballot. I expect to be making a motion to the
802 SEC, on March 14, to send Draft 5 to RevCom for final approval as
an IEEE Standard. I don't anticipate any need for TG2 to meet at
Session #24, so I am not requesting meeting space for them. Chair
Phil Whitehead plans to attend the session and will be able to handle
any issues that arise.

So, it appears that 802.16.2a is on track to become 802.16's fifth
approved standard. We'll have more opportunities to thank and
congratulate that group once the standard is finished, but I don't
want to miss the chance to send my appreciation to the TG2 crew,
especially Phil Whitehead, Jack Garrison, Remi Chayer, Reza Arefi,
and Nico van Waes.

Roger
