stds-802-16: revised IEEE 802.16-REVd development schedule

Since the Working Group did not agree, at Session #30, to seek 
conditional approval to send IEEE 802.16-REVd/D2 to Sponsor Ballot, 
the development schedule for that project needs to be revised.

I have drafted an alternative:
