[STDS-802-16] update of Session #30 documents
(1) I have posted all of the liaison documents to http://ieee802.org/16/liaison
(2) I have updated the P802.16-REVd Sponsor Ballot Comments to Rev. 4:

The only difference is that Comment 274 was changed to "Technical,
Satisfied (was Binding)" because Neil Shipp has converted his vote to
Approve based on our resolution of his comments.
