It is indeed T4, and it is long because the original values were intended for Fixed service, not mobile.

In section 6.3.10.3, it's stated " Using the OFDMA ranging mechanism, the periodic ranging timer is controlled by the SS, not the BS". Is this Periodic ranging timer T4 as in Fig 85 or is this a seperate timer? It seems that the T4 value is too long to be served as a periodic ranging timer.
