[STDS-802-16] [LE Ad-Hoc] -Call for proposals- Recommendation to next 802.16 me eting



Dear Colleagues,

The License Exempt Ad-Hoc is chartered to make a recommendation to the next
IEEE 802.16 meeting, regarding sharing in LE bands.

These bands have strategic importance in 802.16 success, due to a number of
factors:

- high amount of available spectrum:
        - 125...150MHz in 5.8GHz, 4W e.i.r.p, un-limited SS antenna gain
        - 250...350MHz in middle 5GHz, 1W e.i.r.p.
        - 80MHz in 2.4GHz,  4W e.i.r.p, higher power allowance with antenna
gain

- large international harmonization of the bands

- FCC commitment to release more License Exempt spectrum and increase the
power, when possible:
        - cognitive radio: more 8dB in ISM bands - NPRM FCC 03-322
        - 2.4GHz: higher power for multi-directional beams - NPRM FCC 03-223
        - 3.5GHz, 50MHz, high power: NPRM FCC 04-100

- possible ISM allocation below 1GHz, sharing with existing services.

These bands are extremely attractive for Rural ISPs and Ad-hoc private
networks. 802.16 provides increased range for Laptops, this will translate
into a significant market share in Nomadic access. However, the residential
/ business success of 802.16 may create a total spectrum spam, if we do not
manage the spectrum sharing between our systems, and in a second phase
between our systems and 802.11/15 systems. The study of BS-BS interference
scennarious already shown that we have a serious problem to resolve.
