[STDS-802-16] About the Uplink PUSC for OFDMA mode

I have a basic question, maybe you had answers long before. The DL PUSC is
to divide all the subchannels into 3 segments for multiple sector/cell
deployment. Why the UL PUSC doesn't need to divide the subchannels into 3
segments?
