[STDS-802-16] Uplink Dynamic Range

I have a question about uplink dynamic range (reception of the Base
Station).
From the spec (chapter 8.3.10.1) the minimun sensitivity is about -110
dBm (3.5MHz channel, BPSK, 1 subchannel).
From the spec (8.3.10.3) the BS shall be capable of decoding a maximum
on-channel signal of -30 dBm.
This implies that the BS shall have a receiver dynamic rage of 80dB.
Is my interpretation correct? Why the -30dBm was introduced?

Moreover, is it specified a minimum distance of the SS from the BS? This
can also have an impact on the dynamic range of the BS.

Bye
Giulio
