[STDS-802-16] TGC call for contributions: PICS Proforma

As a reminder:

As noted in the Session #32 Report, no input was received at Session
#31 concerning TGC's project to draft P802.16/Conformance04 (PICS
Proforma for frequencies below 11 GHz). Therefore, a new Call for
Contributions was issued.

Also, please note that Gordon Antonello has assumed the role of TGC
Chair, taking over for Ken Stanwood. Gordon had been serving as TGC
Vice Chair. Thanks for Ken for chairing TGC through its development
of three standards:

        IEEE Std 802.16/Conformance01-2003
        IEEE Std 802.16/Conformance02-2003
        IEEE Std 802.16/Conformance03-2004
