[STDS-802-16] unicast initial ranging

Behaviour of an SS is clearly specified in a broadcast initial ranging opportunity (8.3.7.2). In particular, transmission is preceded by a long preamble, and transmitted burst should not occupy the entire allocation, but only be limited to the length of a RNG-REQ message.

For unicast initial ranging, that is used during network entry to fine-tune transmission parameters of the SS until they are acceptable, it is not clear which preamble the SS should use for transmission, and if it should use stuffing to occupy the entire allocation or just send a RNG-REQ message.

Is it everybody's interpretation that it should use the long preamble, and send a RNG-REQ message without any stuffing?
