I use a shortcut (in Windows 2000) to the webpage which I made available
offline (in Properties menue of that icon) and I do use Synchronize command
(right click on icon menue, I use 2 levels of links, but that is
configurable under Properties submenues). This copies everything which is
different w.r.t. to my mirror directory. I believe that is sort of what Jon
was looking for....

The IEEE server does not run ftp.
However, I am sure you can find software for your operating system
that will let you do batch HTTTP downloads.
