The response, after considering the received comments, is up-loaded as
80216-04/74r1.
We have considered Avi Freedman's comment received in the LB#15
recirculation.
The comment has been rejected, with the following reason:
The term "Primary users" is well known in the regulatory domain and is not
new. Also there are bands in which both primary users, such as radars in
5GHz bands, and LE operation is allowed. See the FCC 03-287 Report and
Order, clause 2.106 - Table of frequency allocations.
