[STDS-802-16] Dynamic SF state transtion diagram-Fig 99

Hi all,

In "Figure 99-Dynamic Service Flow state transition diagram", I don't understand the transition from "Changing Remote" to "Changing Local":
 1- "SF Change-Local" is not in the list of "DSx Transaction state transition inputs from Dynamic Service Flows state transition diagram" in page 230, and in none of the figures 100 to 128.
 2- Is the second line read as "(SF Change) [BS Only]" the continuation of the first line, or a separate input to the transition diagram?
Could somebody help?
