[STDS-802-16] P802.16f/D3 Sponsor Ballot now closed



The P802.16f/D3 Sponsor Ballot has now closed. The official result was:
	60 Approve (80%)
	16 Disapprove
	 7 Abstain
	83 Ballots (75.5% of the 110 members)

IEEE counts the approval ratio as 80% (60/75). They count only 15 of 
the 16 Disapprove votes, because one of the Disapprove voters (Mike 
Geipel) submitted  no comments. This is unfortunate, because he 
informed us after the first ballot closing that he had missed the 
deadline. When the ballot was extended, he voted Disapprove but did 
not submit comments, formally or informally. Perhaps he will upload 
the comments later, but it seems that we won't have time to review 
them.

The database now has 322 records:

with the addition of one new one from Mark Cudak received during the 
ballot extension. Also, 16 comments have been voided; these were 
intended for the 802.16e ballot and included by mistake in the first 
version.

The Call for Reply Comments remains open, per the instructions below.
