[STDS-802-16] DL HARQ ACK IE bitmap value definition missing

Hello,

I have a question regarding HARQ.  It seems that the definition of values
for the bitmap is missing from the DL HARQ ACK IE section (section
8.4.5.3.22).  Is this specified somewhere else in the standard?

I referred to the text in 802.16e/D8 (as well as, contribution
C802.16e-05/23r5).
