[STDS-802-16] final P802.16e submittal document



Folks,

I've revised the P802.16e/D12 RevCom submittal:

The only change is to reflect the result of the final recirc. I'm 
calling it 137 Approve, 3 Disapprove, and 10 Abstain, for an approval 
ratio of 97.9%. The cover letter quotes an email message documenting 
that one of the Disapprove voters indicated a satisfactory resolution 
of all comments and an intent to vote Approve.
