[STDS-802-16] Section 6.3.9.12 TFTP server

In section 6.3.9.12 of 802.16-2004, if for some reason the TFTP server is unavailable, then after a number of retries if the SS has an older configuration file, should this be allowed to be used instead and the SS issue a trap to the BS indicating an older configuration file is in use. This would allow the SS to register and enter the network and hence avoid the TFTP server becoming a point of failure.
Any comments if this approach is against the standard?
