Wow, it seems drastic to eliminate the requirement for a reasonable
document numbering scheme. I'd prefer to see any problems fixed, but
keep a numbering scheme that indicates the documents relate to an 802
working group.

The proposal would delete the required format for document numbering.
802.16 is largely following the format already, but many of the other
WGs are not.
