[STDS-802-16] FCH duplication in 1024-point FFT mode

Hello all,

In page 502 of [802.16-2004], the paragraph before 8.4.4.4, it said "Before being mapped to the FCH, the 24-bit
DL frame Prefix shall be duplicated to form a 48-bit block, ....". But how does it duplicate exactly?
For example, if the 24 bits content in OFDMA downlink frame prefix format is: b0, b1, b2, ...., b23,
the duplicated 48 bits are:
Case I:  b0, b0, b1, b1, ...., b22, b22, b23, b23 or
Case II: b0, b1, ..., b22, b23, b0, b1, ..., b22, b23?

Any comments are appreciated.

Best regards,
  Lepidus.
