I think so.

There is a difference of MAC-CREATE-CONNECTION.request message.

MS initiated:

48 bits(Overlayed by MAC-CPS as generic MAC header)
Management Message Type = 11
Transaction ID(sequence number)
TLV Encoded Information
 
BS Initiated:

MAC Address 48 bits(Overlayed by MAC-CPS as generic MAC header)
Management Message Type = 11
Transaction ID(sequence number)
initialized CID(Overlayed by MAC-CPS as allocated transport CID)
other TLV Encoded Information

In packet convergence sublayer,what all parameters does MAC-CREATE-CONNECTION.request frame contains???
(my assumption is the same field what DSA_REQ frame contains....)
