[STDS-802-16] +Commentary 2.13beta fixes important bug+

Commentary 2.13beta is available at <http://dot16.org/Commentary>.
This fixes an important bug: it was previously impossible to mark a
comment as "Part of Dis" to indicate that it is part of a Disapprove
vote.
If you are preparing votes on comments in LB#23, you can continue to
use IEEE 802.16-06/057r2. However, if you are preparing fresh
comments (for LB#24, Recirc #20d, or in response to one of our Call
for Comments), and IF you wish to submit Disapprove comments, then
you need to move to 2.13beta.
This shift is relatively simple:
(a) Download Commentary Update 2.13beta <http://dot16.org/Commentary>
(only 83 kB).
(b) Open it*
(c) [If you already started developing comments in a previous version
and wish to save them]:
Go to Member's View/Personalize
Click on "Import Ballot Comments" in the lower right corner.
This will bring in the comment data from your prior effort.
You can use "Retrieve personal data" to load your name, ID, etc.
Sorry for the trouble.
*If you are still running Commentary 2.0beta, it is obsolete and you
need to delete it and get the base Commentary 2 package from <http://
dot16.org/Commentary>. If your executable is called Commentary.exe,
you have the old version; the new one is called Commentary2.exe.
Please note that this current base Commentary 2 package need not be
replaced for the foreseeable future, even as we release upgrades. But
you do need to get it once.
