802.16g defines the internal SAPs that map OTA MAC messages to API based
control and management messages in the BS to the backhaul and in the MS
to the upper management layers.

There is no relation to IMS. 

There is some (limited) correlation to the backhaul messages that WiMAX
NWG is defining.

See 802.16g/D6 section 1.3.3:

*MAC management PDUs that are exchanged on the basic management
connection trigger or are triggered by primitives that are exchanged
over the C_SAP.
*MAC management PDUs that are exchanged on the primary management
connection trigger or are triggered by primitives that are exchanged
over either the C_SAP or the M_SAP depending on the particular
management or control operation.
*Messages that are exchanged over the secondary management connection
trigger or are triggered by primitives that are exchanged over the
M_SAP.
