[STDS-802-16] Query regarding MOB_SCN-REQ message format


Hi,

In MOB_SCN-REQ message in the first  loop that is for Neighbour BS index no padding bit is available.
Since SCAN TYPE is of 3bits long it will be difficult for processing the next  loop(Neighbour BS Full).
According to my opinion padding should be provided for both loops in order to make the processing of the message easier.

Kindly let me know your concerrn on this issue.
