The recirc announcement document is:
  Title: "IEEE 802.16 Working Group Letter Ballot #24a: Announcement"
  Document Number: IEEE 802.16-07/010
  URL: <http://ieee802.org/16/docs/07/80216-07_010.pdf>

Since this is a recirculation, participation will not affect your
Working Group membership status. If you do not participate, your
previous vote will stand.

In this particular recirc, the entire document is open to comment.

The ballot submission form is available from:
<http://dot16.org/ballot24/ballotform24a.html>

NOTE: If you are a Disapprove voter, please submit a ballot in which
you either vote Approve or in which you specify, in a comment, which
of your previous Binding comments may be marked "Satisfied". If you
are satisfied with a comment and are aware of others who submitted a
duplicate comment, you are strongly encouraged to convince them to
respond appropriately in the ballot!
