[STDS-802-16] Session #48 local server

The Session #48 local server local server is now up. You can reach it  
from the on-site LAN at any of the following URLs:

	http://lan.wirelessman.org
	http://newton/16
	http://newton.events.ieee.org/16

At the moment, the Internet upload server is statically mirrored to  
the LAN, but new uploads are allowed only on the Internet side.  
Shortly before the Opening Plenary begins at 1 pm, this situation  
will flip: uploads will be allowed only on the LAN, and Internet  
uploads will be disable for the duration of the session,
