[STDS-802-16] upload server problems

I believe that, early this evening, I resolved the kinks keeping our  
upload server from accepting uploads.

If you emailed files to someone (me, Peiying, a TG, etc.) as a  
temporary solution, the file still needs to get onto the server. If  
you don't see it there, please upload it.
