[STDS-802-16] IEEE 802.16 Membership Update

I've updated the IEEE 802.16 Membership roster. We now have 256  
Members, down from 333:

This accounts for the loss of membership by 77 individuals due to  
lack of participation in recent letter ballots:

If you object to this status change, you may dispute it by providing  
documentation based on the reports of WG LB#26, #27, #28, and #29.
