[STDS-802-16] new 802 PAR proposals/updates

I've updated the list of PARs for consideration at the Friday EC meeting:

There are several changes:

(a) The 802.20 WG has proposed to revise the 802.20 PAR.

(b) The 802.1 WG has proposed to convert the P802.1af PAR to a revision.

(c) The P802.1Qaz Five Criteria was revised.

(d) The two 802.15 PARs were revised.
