[STDS-802-16] guidance to TGs on resolution of Sponsor Ballot comments



Here is some information for the TGs in resolving Sponsor Ballot comments:

(1) In the Commentary "Recommendation" field, we are limited to the last five options on the list; you'll see that this set of options is set off by a dividing line. These options - Agree, Principle, Disagree, Out of Scope, and Unresolvable - are the only ones allowed by the IEEE-SA myBallot tool. IEEE-SA doesn't define the terms, so you need to guess what they mean. We have always understood "Principle" to basically mean "Accepted-Modified".

(2) The resolution of the Sponsor Ballot comments will be exported back into myBallot for recirculation to the Sponsor Ballot Group. It is important to remember that myBallot does not handle formatted text. Therefore, resolution of Sponsor Ballot comments needs to be ASCII-only. You can use text tags instead (for example, "This sentence has an <strikeout>errog</strikeout> <insert>error<insert>.") You could also use tags such as <subscript>, etc. I don't know an easy way to handle Greek letters; you'll need to write out a text explanation, I guess. If it's complicated, you could include two versions of the resolution - formatted and ASCII - in the remedy.

(3) In resolving comments that came directly to the WG (not through myBallot), we can use styled text because the results will get recirculated as a PDF report, not directly through the myBallot database.

(4) If people submitted styled text comments to myBallot, you may have a hard time understanding it. I would encourage those people to submit a reply comment containing the clarifying styled text.

As noted in the Session #56 Report <http://ieee802.org/16/meetings/mtg56/report.html>, the Working Group currently has three drafts in IEEE-SA Sponsor Ballot. This note provides guidance should you wish to participate and are not a member of the Sponsor Ballot Group or wish to use an alternative to the official comment submittal process.

The three drafts, and the Sponsor Ballot deadlines, are:

*P802.16h/D7a (deadline: 5 Sept)
*P802.16j/D6a (deadline: 10 Sept)
*P802.16Rev2/D6a (deadline: 11 Sept)

In each case, the draft numbered with the letter "a" is an editorial markup of the final draft through WG Letter Ballot. In each case, the "a" versions include some PDF comments on a few pages, based on editorial requirements from IEEE-SA staff, with no change to the page layout (including page and line numbers).

If you are a member of the Sponsor Ballot Group for any of these drafts, you should have already been provided with instructions on participating using IEEE-SA's myBallot system. You may enter your comments individually through the myBallot web page, or you may upload a group of comments using IEEE-SA's specified XLS, CSV, or XML templates. When the ballot closes, all of these comments will be automatically transferred into Commentary format for WG review and resolution. We will be providing an opportunity for reply comments prior to Session #57.

If you are not a member of the Sponsor Ballot Group, you are not entitled to vote. However, you may submit comments. These should be prepared in Commentary using the appropriate "Ballot ID" and submitted to the appropriate 802.16 upload directory <http://upload.wirelessman.org>. The Ballot ID and upload directory are as follows:

*P802.16h: "sb_16h"
*P802.16j: "sb_16j"
*P802.16Rev2: "sb_16Rev2"

Sponsor Ballot Group members may also submit comments in Commentary according to this procedure. However, please be aware that no comments uploaded to the WG upload directories will be considered as part of a Disapprove vote. For any comment to be considered as a valid element of a DISAPPROVE VOTE, the comment must be entered into the myBallot database by the voter!

Finally, if necessary, your comments may refer to an uploaded contribution document. Contributions must follow the usual WG submission procedures <http://ieee802.org/16/submit.html>. In order to ensure that all parties to the Sponsor Ballot are explicitly aware of your contribution and where to find it, it is essential that you refer to it properly, by document number (not by file name) in your comment. Upload your contribution to the appropriate upload directory:
