[STDS-802-16] [802.16m] MIMO ad-hoc final report

Dear TGm members,

The MIMO ad-hoc group has resolved 98 technical comments out of 115.

17 comments are deferred to the main sessions:
MAC: 308
PHY:  877, 1034, 1040, 1082, 1083, 1093, 1144, 1145, 1249
Multi-BS MIMO: 1419, 1423~1428, 1473
