You'll see that the document is available in PDF and ZIP.

The ZIP includes the docx version. It appears that one popular web browser has difficulty downloading files with docx extensions; it alters the extension of the resulting file.

Dear IEEE 802.16 WG Members,
 
As announced in the Closing Plenary of Session #70, the ITU-R Liaison Group has issued a Call for Comments (IEEE L802.16-10/0117r4) on the Overview section (Annex B.1) of the draft IEEE contribution to the ITU-R WP 5D towards development of  Recommendation ITU-R M.[IMT.RSPEC] (IEEE L802.16-10/0113d7).
 
ITU-R M.[IMT.RSPEC] will contain detailed specification of IMT-Advanced technologies including one based on 802.16m ( WirelessMAN-Advanced Air Interface to be defined in Clause 16 of IEEE Std 802.16). The Overview section of IMT.RSPEC for WirelessMAN-Advanced describes the overview of the 802.16m technology and IEEE shall provide WP 5D with final text by 30 March 2011.
 
The ITU-R Liaison Group plans to finalize the IMT.RSPEC contribution at Session #71 in January 2011. The 802.16 WG Members are requested to review the draft text on the Overview section and provide feedbacks to the ITU-R Liaison Group email reflector <stds-802-16-itu@ieee.org> by 3 January 2011. Reflector participants are encouraged to harmonize their views prior to posting to the reflector.
 
I’d like to bring to your attention the following excerpt from Call for Comments:
This Call for Comments requests comments on Annex B.1 only. In addition to reviewing the text, we seek views on ways to reduce the number of pages of the document, as the current text is about 25 pages long even though ITU-R anticipates about 10 pages.
