Membership and Voting
According to Section 5.1.3.2 of the 802 rules, "All persons participating in the initial meeting of the Working Group become voting members of the Working Group." In the interpretation of this rule, the initial meeting of 802.16 was defined to be Session #1, which took place 6-8 July 1999 as part of the 5-9 July IEEE 802 Plenary Meeting in Montreal.
Note the following important points from Section 5.1.3.2 of the 802 rules:
In accordance with these rules, we did not hold formal votes in our Opening Plenary, except on procedurally-required motions such as adoption of the agenda. All other votes were deferred until the Closing Plenary. At that time, those who have attended at least 4 of the preceding meetings were declared eligible to vote.
For reference, here is the full text of Section 5.1.3.1
All persons participating in the initial meeting of the Working Group become voting members of the Working Group. Thereafter, voting membership in a Working Group is established by participating in the meetings of the Working Group at two out of the last four Plenary sessions, and (optionally) a letter of intent to the Chair of the Working Group. Membership starts at the third Plenary session attended by the participant. One duly constituted interim Working Group or task group meeting may be substituted for the Working Group meetings at one of the two Plenary sessions (See 5.1.3.5 Meetings and Participation).
Members of the Working Group who have not achieved voting status are known as observers.
Clarification of Terms
We have adopted the Robert's Rules of Order definitions of the term session: "one or more connected meetings transacting a single order of business." Robert's also says that a meeting "can have no interruption more than a few minutes or a few hours." These definitions will allow us to more easily apply Robert's Rules of Order. This will occasionally cause some confusion with respect to the 802 Rules, which are inconsisent in applying the Robert's definitions and alternative definitions in which the meaning of the terms is reversed. When in doubt, we will interpret the 802 rules through their context.
IEEE Membership
You need NOT be an IEEE or IEEE Standards Association member to qualify as a voting member of 802.16. However, "Working Group members shall be encouraged to join the Computer Society of the IEEE."
802 CD-ROM
Members of 802 Working Groups are entitled to receive a CD-ROM of all 802 standards for limited personal use. These discs were distributed in Montreal to the new voting members of 802.16.
Registration
Registration is $300, or $250 if you pre-register by June 25. The easiest option is to use the e-mail pre-registration. This will be the last 802 Plenary Session for which you will have the option to pre-register but not pay the fee until you are on-site. Beginning with the November 1999 Plenary, you will be required to provide valid credit card information for pre-payment of the pre-registration fee ($250) before the deadline; otherwise, you will be required to pay the on-site registration fee ($300). Therefore, this would be a good time to get your credit card information on file for use in future pre-registration.
