IF nothing happens in Second Recirculation Ballot
- 802.16 asks SEC to approve pre-submission to RevCom
- SEC (15 Nov) approves pre-submission to RevCom
IF non-binding comments appears in Second Recirculation Ballot
- IF 802.16 makes no resulting changes to the draft
- 802.16 asks SEC to approve pre-submission to RevCom
- SEC (15 Nov) approves pre-submission to RevCom
- IF 802.16 accepts some comments and thereby changes draft
- GO TO Recirculate changes (see below)
* IF problematic binding comments appear in Second Recirculation Ballot
- IF 802.16 makes no resulting changes to the draft
- IF voters are satisfied with resolution
- 802.16 asks SEC to approve pre-submission to RevCom
- SEC (15 Nov) approves pre-submission to RevCom

In the structure above, the draft probably stays on the 10 December RevCom
agenda unless we hit one of the two possible GO TO jumps. Here is some more

- 802.16 creates a Ballot Review Committee
- 802.16 asks SEC for conditional approval to submit RevCom
- SEC (15 Nov) conditionally approves submission to RevCom
- Issue recirculation of comments and rebuttals
- Complete recirculation by 4 December
- Note: unlikely to fail, since no changes were made in draft
- Ballot Review Committee reviews comments to ensure no further
recirc required
- Submit revised RevCom application by 4 December deadline
- RevCom approves draft in mid-to-late January
