Wolfram, this is just a note on the process that we follow in IEEE 802.17.
We vote on everything. If the group agrees with the ITU, great. If not, we
could have a different definition. I do not yet know what competing
definitions may be brought forward. The group could vote to automatically
incorporate all ITU definitions (or all IEEE definitions). However, unless
that is done, there is no a priori, agreed upon authority for deciding what
the definitions should be.
