Dr. Zhou,

The fairness messages are generated with a TTL=255 and TTL value is decrement by
1 at every intermediate node. Fairness messages also contain the SA of the node
that originated the message. Hence, it is very easy for the receiving station to
figure out the exact location of the congestion or the hop count, i.e., 256- TTL
received, or use topology.

RAH is not addressing his question at the moment as there was not any question
raised and identified as the one to be dealt with. And the answer to his

I do not how it would be incomplete if it is already in the draft and clearly
stated?
