The stage queue is an abstract construct. It may be 0 bytes long. Think of it as a logical way to have the next frame ready to send as soon as the transmit state machine wants to send it.

Row 6.20 -10  if stage queue is selected and passD==0 only the classA0 add
traffic can be sent out.

But the stage queue is a FIFO queue.  If a non-subclassA0 frame is at the
head of the stage queue actually classA0 frame can not go out.

Is it necessary to check passD here again since passD had impact sendA,
sendB& sendC when adding frame to stage queue ?
