[RPRWG] Clause 6 Proposed Text

All,

as per the motion in montreal here is some proposed text from
DVJ and myself to update certain subclauses of clause 6.
As it is too big to send on the reflector here is the URL.

You can read the editor's note on the inside as to which subclauses
I believe we have license to adjust.

Please send any comments to myself and david (dvj@xxxxxxxxxxxx)
for resolution. John will be looking to intergrate the text
soon, so if you care, please read this immediately so we can
get scrubbed text to john.

My request is that people look at technical issues primarily,
and leave editoral issues to the next WG ballot. The real question
is whether we have the logic correct!
