I and other editors have been rather busy, so
some things have been delayed. However, its best
to hold the

***First meeting of the Fairness AdHoc***

next week, so that we can leverage Necdet's
knowledge before he dissappears on vacation.

The intent is to focus on the issues raised at
the last RPR meeting, as documented in the
attached pdf file. This scope is believed to cover
the issues raised by Jon, in his May presentation.

A quick summary:
  1) Normalized external behaviors
     (fairRate= fractionLinkRate/weight)
  2) Upstream classC shaper behaviors.
  3) Upper class traffic interactions
     (is classA _really_ guaranteed?)
  4) Well defined interface
     (conservative and aggressive as 2 examples)

Material for discussion should be emailed no later
than Tuesday 2003Jun10 14:00 PDT so that others have
time to review material before the teleconference.
