I agree that allowedRateCongested = 0 should be added to row 3 of table 9.7.
I would add hopsToCongestion = MAX_STATIONS (i.e., value when no downstream
congestion) to the same row to be consistent with the initial value of
rcvdRate = FULL_RATE in table 9.9. I'll submit a comment.
