We are sending this note to inform you of a new IEEE activity and to serve
as a call for IEEE-SA members interested in working on facilitating
standards for development and operation of the Global Earth Observation
System of Systems (GEOSS).

The Group on Earth Observation (GEO) began with the First Earth Observation
Summit, held in Washington, DC in July 2003.  GEO is an international body
of 60 member countries and 40 participating organizations.  Over the past
two years, the ad hoc GEO met six times to develop its organizational
structure and produce a 10-year implementation plan.  This past week, the
first of a series of meetings of the Group on Earth Observation (GEO-I),
now formally endorsed by more than 60 countries, was convened in Geneva.

The objective of GEO is the creation and operation of a Global Earth
Observation System of Systems (GEOSS). GEOSS will address nine major
societal benefit areas.  They are:

·     Reducing loss of life and property from natural and human-induced
disasters
·     Understanding environmental factors affecting human health and well
being
·     Improving management of energy resources
·     Understanding, assessing, predicting, mitigating, and adapting to
climate variability and change
·     Improving water resource management through better understanding of
the water cycle
·     Improving weather information, forecasting, and warning
·     Improving the management and protection of terrestrial, coastal, and
marine ecosystems
·     Supporting sustainable agriculture and combating desertification
·     Understanding, monitoring, and conserving biodiversity

In 2004, an ad hoc committee of the IEEE Technical Activities Board (TAB)
was formed to investigate the opportunities for the IEEE in the area of
global earth observation systems in response to the formation of  GEOSS.
Since its creation, this ad hoc, the Committee on Earth Observations (CEO),
has been serving as the IEEE delegate and contributor to the Group on Earth
Observations (GEO).

It is well recognized by the GEO that standards are essential for
interoperability in GEOSS. The IEEE has a unique opportunity to play a
leadership role in the development of the GEOSS architecture and in the
facilitation of the identification, acquisition, and development of the
appropriate standards for its implementation.  We are looking for IEEE
members that are interested in working on GEOSS and in facilitating the
standards efforts of the GEO.
