[RPRWG] FW: LS from ITU-T Study Group 15 on Ethernet Ring Protection

A liaison from ITU-T SG15 that we will take up this week.
It will be discussed jointly with some of dot1 during the 
Sunday architecture meeting and the possibly a joint meeting
with them later in the week.
