[RPRWG] P802.17b D1.3 Ballot Results

RPRWGers, 

The ballot on P802.17b D1.3 closed on Sunday.

The return rate was 92% and the approval rate was 53%.

At this time the ballot fails. However, the number of 
comments was down substancially (67) and given the 
concensus reached on the multicast ballot, there is a 
chance that this ballot could pass by the end of this
Plenary week (comment resolution is proceeding at pace).
