[RPRWG] 802.17-REV PAR approved

The IEEE standards board has approved the revision PAR for 802.17. As
noted before, the revision for 802.17 is planned to roll up 802.17-2004,
802.17b, and 802.17c, and to incorporate the approved maintenance
requests. The expectation is that this will be the end of any new work
on 802.17.
