[802.19] Interim version of Simulation Parameters Document for review of comment resolutions

I have uploaded an r14 of the simulation parameters document. This is at:

The intention is to provide an interim revision of the document including the comments that have been thus far resolved as part of the ‘Electronic Commenting Process’. I have also attached the comment spreadsheet with my editing notes.
