[802.19] Fwd: TV WS D/B Doc

Attached is a document created by the TV White Space D/B Group that  
that group has authorized me to share with the 802.19 TV White Space  
Study Group.  It was created specifically for the US FCC.  As such, it  
has some assumptions about what the audience knows about the subject  
that may not be true for the Study Group members.  This was discussed  
on a Study Group telecon and the Study Group requested that the  
document be circulated with this background statement.  The document  
will be posted to the Study Group web site shortly.
